Here is just a small list of free journal sites [like livejournal] on the web. LiveJournal
From my personal experience, this site is great. Virtually no downtime, friendly people, user friendly layout, etc. You can't customize it much without a paid account. It's also the most expensive of the "livejournal spawned" sites.

DeadJournal
I haven't tried this site personally, but most of the feedback i've heard from this site has been positive. Alot like LiveJournal, but with a darker "dead" theme.

UJournal
Yet another LiveJournal spawn. This site is pretty much the same as the above two, but only offers a single icon if you have a free account. Also, the servers suck.

Blurty
Yet another LiveJournal spawn. This site is pretty much the same as the above three, but they only want people 18+ for this site.

NeedlessPanic
Pretty good site, just blossoming. Just like livejournal~ Except you can purchase Perm Accounts for $100, which gives you 15 user icons.

DiaryLand
I used Diaryland myself before, it's a reliable site that is highly customizable for free. You work with a very easy-to-learn system [almost exactly like LiveJournals Style System only PaidUsers have access to] to customize your blog as much as possible. They recently added a commenting feature [like blogger] and have free advertising for when you buy a "gold membership"

Blogger
I'm pretty sure you make your weblog on they're server [much like Diaryland] Although you might be able to install they're software into your own webpage...not sure! i don't use it ^^;; I do know that it is highly customizable though.

GreyMatter
I'm pretty sure -this- is what you embed in your own website. So you have complete control over the way this looks. Again, i've never used it. They do offer a commenting option, and other random goodies.
